Booster Seat laws In Washington State. ? - booster seat laws by state

Who knows how long should a child be in a child seat in the U.S. state of Washington. I have a 9 year old step-daughter is small for his age, but that seems so old to be in a booster seat. Should they only 4ft 9inch or 7 years?
Thanks

Children under the age of 13 and are transported back, if possible.

Children up to the anniversary edition, 8, unless 4'9 "tall (whichever occurs first) is to ride in a safety seat report. (For example, a child safety seat, a jacket, or other restrictions that the federal government approved for use in the car.)

The restraint will be used properly depending on the car seat instructions and vehicle manufacturer.

Vehicles equipped with lap only seat belts are exempt from the requirement to use a booster seat.

Take children from age 8 or at least 4'9 ", seat belts should be correctly used and can not (under the arm or behind the back) or continue to use booster seats.
